Brief Description
The Romanian Government Scholarship is a fully funded program offered annually by the Ministry of Foreign Affairs for international students from non-EU countries. It supports Bachelor’s, Master’s, and PhD studies at accredited higher education institutions in Romania for the 2026–2027 academic year, based on academic merit and a competitive selection process.

- Persons of Romanian origin or from Romanian historical communities
- Individuals with protection status in Romania

- Staff of international organizations in Romania and their families
- Previous beneficiaries of the Romanian state scholarship for the same study cycle

Note: Students must cover visa-related costs and personal expenses beyond the provided support.
Eligibility
Applicants must:
- Be citizens of non-EU countries
- Have a minimum academic average of 7/10 (or “Good”)
- Hold diplomas from recognized institutions
- Submit a complete application file within the deadline
- Provide authenticated/apostilled academic documents
- Possess a valid passport
Additional for PhD:
- Obtain written acceptance from a doctoral supervisor
- Submit a research proposal and pass an admission interview
Application Instructions
Applications for the Romanian Government Scholarship must be submitted exclusively online through the official Study in Romania scholarship platform. Applicants are required to create a personal account on the platform, complete all required sections of the application form, and upload the necessary supporting documents.

The platform is available in English and French.
Applicants must upload scanned copies (in PDF format) of all required documents, including:
- Academic diplomas (high school, bachelor’s, master’s, or equivalent)
- Academic transcripts
- Birth certificate
- Valid passport (first three pages)
- Curriculum Vitae (CV)
- For PhD applicants: letter of intent, research proposal, list of publications, and written agreement from a doctoral supervisor
All documents must be issued by recognized institutions and must be apostilled or officially authenticated according to international requirements. Where applicable, documents must also be translated into English, French, Spanish, or Romanian.
Additional documents may be required in specific cases, such as:
- Proof of name change
- Graduation certificates (if diploma not yet issued)
- Language certificates (Romanian or other)
- Parental consent for applicants under 18
Applicants must also consent to the processing of personal data (GDPR declaration) during submission.
⚠️ Applications submitted through any other means — including email, post, Romanian embassies, or directly to ministries — will not be accepted.

After Selection
Successful candidates will receive a Letter of Acceptance issued by the Ministry of Education and Research. This document is required to:
- Apply for a long-stay study visa
- Complete university enrollment procedures
Admitted students must confirm acceptance of the scholarship via the platform and contact their assigned university for further enrollment requirements.
